“Beach bum” was once a phrase of endearment in laid-back Ocean Beach, Calif. No more. The community is struggling with growing homelessness and the emergence of a rougher subculture. There are even bumper stickers proclaiming: “Welcome To Ocean Beach. Please Don’t Feed Our Bums.”
